INTRODUCTION
THE RC&D PROGRAM
The Resource Conservation and Development (RC&D) Program was originally a nation-wide U.S. Department of Agriculture program administered by the Natural Resources Conservation Service. Congress initially authorized the program as part of the Food and Agriculture Act of 1962. It was created to address rural poverty and help rural communities generate sustainable natural resource based economies. The program has evolved over the years and now is used to accelerate the conservation, development and utilization of natural resources, improve economic activity, and enhance the environment and standard of living in designated areas. Current program objectives focus on land conservation, water management, community development, and land management.
THE RC&D COUNCIL
A local council made up of representatives of the sponsoring organizations and the general public administers the program. The council is a 501 (c) (3) non-profit corporation that directs short term and long-term efforts of the area. It is a volunteer organization made up of representatives of local governments, local soil and water conservation districts, and community leaders interested in carrying out plans, programs, and projects to improve the area.
THE AREA PLAN
The purpose of this Area Plan is to provide a document that gives guidance and direction for the council over the next five years in addressing the problems, needs, and opportunities identified from input received from sponsors and the general public. This Area Plan addresses the identified issues through the development of specific, measurable, attainable, realistic, and time bound (SMART) goals and objectives. The Area Plan will serve as the basis for the development of Annual Plan of Work.
